The title is "Tokugawa ju-roku zenshin shozou no zu" meaning a portrait of the 16 'advisors' to the first shogun Tokugawa Ieyasu.

The concept for the design seems to have been copied from Tsukioka Yoshitoshi's portraits of the 15 Tokugawa. I don't know if Yoshitoshi's was absolutely the first but it was certainly the best.

Do you know for a fact that this set is by "Hosai Baido" (also known as Kunisada III) ?
It's quite possible but it doesn't seem characteristic of his style.
