It's always difficult to say anything definitive about dating Doi prints, based upon seal configurations. That being said, I believe that the Tokyo Fukei seal was probably not used after 1935. I've never seen it on the prints of any other artist but Tsuchiya Koitsu.

Tosh Doi has built a very informative database of sightings of Koitsu prints. You can view it at: http://www.koitsu.com/Research/Doi_Koitsu_Database/Koitsu_Print_Database.htm . Look at the column marked "Series Seal". All of the prints with the "Tokyo Fukei" seal are the earliest versions of those images. The earliest print was published in 1933. No prints which were originally published after 1935 have been spotted with that seal.
