I am afraid I have to correct you. The signature on the provided picture does not meet with the signatures by Tsukioka Kogyo (1869-1927).
But I can confirm the title of the noh play (Ama) which has been provided by Dan. A brief description on this play can be found in Arthur Waley 'The Noh Plays of Japan'. The complete play has been edited and translated by Royall Tyler in 'Japanese No Dramas', Penguin Classics, 1992, ISBN 0-14-044539-0.
