Yes, this is Matsumura Keibun (1779-1843) and I think lower seal looks his Go name Kakei. He was a very famous kachoga painter and pupil of his elder brother Goshun Matsumura. You can find a further information on:http://hkartclub.crosswinds.net/painting/painting256.html

But as for the print it may be a late Meiji or Taisho period print.
