For low budget collecting and collecting in general, I'd recommend visiting Dan McKee's discussion at:

For quick referencing, I've found Hugo Munsterberg's "The Japanese Print" and Richard Lane's "Images of the Floating World" very useful.
The acknowledged best collector of all time appears to be Louis Ledoux who authored "Japanese Prints in the Collection of Louis V. Ledoux" (5 volumes). Donald Jenkins, a distinguished curator and author on Japanese prints, has authored "The Ledoux Heritage: The Collecting of Ukiyo-e Master Prints" which is much less expensive and more likely to be available in libraries.
