Hiroshige artist-seal conflict - why?

Occasionally, I come across (Hiroshige) prints with differing artist's seals on different prints of the SAME IMAGE.

I can find no explanation for this anywhere and have scoured books and the Net with no mention of the phenomenon.

Different _publisher's_ seals "simply" suggest that the blocks changed hands and were reissued and can be thus "explained" - but I'm at a loss regarding differing artist's seals.
