This is a print by Kubo Shunman (1757-1820) and dated to the mid 1780's.
Shunman studied first under Katori Nahiko (1723-1782) and became later a pupil of Shigemasa (1739-1820), founder of the Kitao School.
He was however particulary inspired by Torii Kiyonaga (1752-1815) who was famous for his bijin-e of aristocratic women. On the other hand, Shunman evolved into an original and skilful artist.
The circular seal is one of Shunman's artist seals occuring on surimono.
