Hi JavaDuke,
I believe that your mystery artist is Takahashi Hiroaki, also known as Shotei. Refer to seal number 170 in Merritt/Yamada's book "Guide to Modern Japanese Woodblock Prints: 1900-1975".
It's kind of a stretch, but both seals contain substantially the same elements. Also, the print looks like his work.
I'm not 100% sure, but that's what I think.
